A selective set of human resources as well as a procedures manual is an invaluable assortment of rules and regulations to have around the organisation as a whole. Poorly drafted policies can land your company in the deep end; therefore it is prudent to always ensure that a qualified HR consultant has revised your current HR policies on a year to year basis.
A sound set of HR policies is the framework from whereby the organisation can correctly govern its employees. As an added extra, managers and supervisors are able to consistently apply policies which are quickly communicated within the boundaries of the written word. Written policies are not per say required by law, but they are helpful in establishing compliance with governmental regulations.

If your company has less than ten to fifteen employees, then there may be no need for a written HR policy; although if your organisation is larger than this, then it becomes a must. These written policies are a decent springboard for your continued commitment to employee regulations; although many of these functions can be covered in a procedures manual.
There are many ways in which a procedures manual can save time and money. It is useful when issues arise, as the policy manual can be checked for consistency.
